Preheat oven to 350°F (175°C) and line a baking tray with parchment paper.
In a bowl whisk together flour baking powder baking soda and salt.
In another bowl beat butter and sugar until light and fluffy.
Add egg lemon zest lemon juice vanilla extract and mix well.
Gradually add dry ingredients and mix until combined.
Stir in milk to create a soft dough.
Scoop tablespoon-sized dough balls onto prepared tray.
Bake for 10–12 minutes until edges are lightly golden.
Cool completely and dust with powdered sugar before serving.
