Preheat oven to 375°F (190°C) and line a muffin tin with paper liners.
In a bowl, whisk together flour, sugars, baking powder, salt, and cinnamon.
In another bowl, mix melted butter, milk, eggs, and vanilla extract.
Pour wet ingredients into dry ingredients and stir until just combined.
In a small bowl, combine cream cheese, 2 tbsp sugar, and 1 tsp cinnamon for the swirl.
Fill muffin cups halfway with batter, add a dollop of cream cheese mixture, then top with remaining batter.
Use a toothpick to gently swirl the cream cheese into the batter.
Bake for 22–25 minutes or until a toothpick inserted comes out clean.
Let muffins cool for 5 minutes, then transfer to a wire rack to cool completely.
