Preheat oven to 350°F (175°C) and line a baking sheet with parchment paper.
In a bowl, mix melted butter and sugar until smooth.
Beat in eggs and vanilla extract until combined.
Sift in cocoa powder, baking powder, salt, and flour; stir until just combined.
Fold in chocolate chips gently.
Scoop tablespoon-sized portions onto the baking sheet, spacing 2 inches apart.
Bake 12–14 minutes or until edges are set but centers remain soft.
Cool on the baking sheet 5 minutes, then transfer to a wire rack to cool completely.
