In another bowl, whisk together flour, cocoa powder, baking powder, and salt.
Gradually add dry ingredients to wet mixture, stirring until just combined.
Fold in chocolate chips.
Scoop dough onto prepared baking sheet, spacing 2 inches apart.
Bake for 12–14 minutes until edges are set but centers are soft.
Let cookies cool on the sheet for 5 minutes, then transfer to a wire rack to cool completely.
